How to fix it — step by step

Update the AMD gpu driver from the vendor
Skip Windows Update for this — go directly to the AMD site and download the latest gpu driver for your exact model. Use the "Custom (Advanced) → Perform a clean installation" option if the installer offers it.

If a clean update doesn't fix it, do a real clean reinstall with Display Driver Uninstaller (DDU)
